Valérie PANIS holds a degree of political science from the Institut d’Etudes Politiques (IEP) of Strasbourg (1993), with ERASMUS award for her academic year in Seville, Spain. She holds two Masters degrees: in European Public Policy from the IEP (1994), and in Public Administration, from the College of Europe in Bruges, Belgium (1995). She has been a civil servant in the European Commission since 1996. As a Policy Officer within DG Education and Culture (DG EAC), in the Audio-Visual Policy Unit, she dealt primarily with external aspects of cultural industries, particularly as related to the World Trade Organization (WTO), OECD and UNESCO frameworks. She spent a semester as the EU Fellow at the EU Center of the University of Miami, Florida, in 2004, lecturing on EU policies and co-writing a book on the EU. Since 2005, she is working in the Culture Policy, Diversity and Intercultural Dialogue Unit of DG EAC on external aspects of culture (including the negotiations and implementation of the 2005 UNESCO Convention on cultural diversity), as well as the relationships between culture and internal policies, in particular internal market and the Digital Agenda. Since 2010, she’s head of the Sector “Globalisation, Copyright and Competition” within the Unit.
